MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 920 N. EASTON, STAUNTON, ILLINOIS ON MONDAY, MAY 12, 2008.
I. CALL TO ORDER:
Mayor Fred Stein called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, May 12, 2008.
II. PLEDGE OF ALLEGIANCE:
Mayor Stein led the Pledge of Allegiance to the Flag.
III. ROLL CALL:
Clerk Herbeck called roll with the following persons
PRESENT: Councilmembers Bart Yakos, Randy Brown, James Sloan, Nelson Grman, Robert Schwandner and Fred Lotter. Mayor Fred Stein, City Clerk Marilyn Herbeck, City Attorney Philip Lading, Chief Robert Mertz and Public Works Director Hank Fey were noted as being present.

Councilmember Brown moved, seconded by Councilmember Lotter to concur with request from Staunton Area Ambulance Service to land aircraft for training purposes. All present voting aye, motion declared carried.
Councilmember Yakos moved, seconded by Councilmember Lotter to accept letter of resignation from Charles Dugger from Zoning Board. All present voting aye, motion declared carried.
VII. COMMITTEE REPORTS:
UTILITIES (LOTTER) -
No action was taken on invoice from L & L Excavating in the amount of $7,098.80 for Water Service Line Installation Retainage.
Councilmember Lotter moved, seconded by Councilmember Brown to authorize payment of Utility Service Co Invoice in the amount of $55,150.00 for 3rd Payment for Water Tank Maintenance Program.

Councilmember Yakos urged residents to keep their ditches clear of tree limbs and debris especially during this rainy season. A few years ago the City provided a one-time pick up of branches after the ice storm but they do not pick up branches on a regular basis.
FINANCE (BROWN) -
No action taken on awarding copy machine bids to OCE. Finance Committee will have to review the bids and make a recommendation.
PARK/CIVIC IMPROVEMENT (SCHWANDNER)
Councilmember Schwandner moved, seconded by Councilmember Brown to authorize approval of final payment in the amount of $11,602 for playground Equipment which will be delivered next week.

PUBLIC HEALTH & SAFETY (SLOAN) -
It has cost the City $240 in postage to send certified letters to 48 property owners to tell them they are in violation for not mowing their yards. The majority of these property owners are repeat offenders and must be reminded year after year. If they do not comply, the properties will be mowed and liens will be placed on the property along with the issuance of citations.
Chief Mertz investigated the complaint from Mr. Peterson regarding the speeding of police vehicles in residential areas and determined that the officer was responding to a home invasion. Chief Mertz indicated that procedures were followed and the officer was not in violation.
The request for a stop sign at the intersection of Olive & Harris has been referred to the Public Safety Committee for recommendation.
Siren System discussion was postponed until Joe Spudich arrives.
TOURISM (GRMAN) -
At the recent Tourism Committee, it was agreed to participate with the Rt. 66 Tour and to provide ice cream cones.
The Tourism Committee will also be coordinating a ribbon cutting with Madison County Transit for the new bike trail. Details will be provided at a later date.
Chairman Grman requested Executive Session to discuss Annexation.

Councilmember Schwandner moved, seconded by Councilmember Lotter to adopt Ordinance #1453 Budget & Appropriation for Fiscal Year 2008-09.

Councilmember Brown moved, seconded by Councilmember Lotter, to go into Executive Session to discuss Non-Union Employee Raises and Annexation.

SUSPENDED REGULAR ORDER OF BUSINESS TO HEAR FROM GUEST:
Councilmember Brown moved, seconded by Councilmember Lotter to suspend regular order of business to hear from Guest Joe Spudich. All present voting aye, motion declared carried.
Township Supervisor Joe Spudich informed that the Township Trustees agreed to contribute $20,000 toward the Outdoor Warning System. He explained that residents pay taxes to the township (which includes the City of Staunton) and this is a project that they feel would benefit all taxpayers. He also indicated that they are interested in providing funding toward the East Main Street Project when the time comes. Mayor and Council thanked the Township for their support and will take action upon returning to the regular order of business. The Townships contribution will be paid to the City of Staunton and the City will forward payment onto the vendor. Councilmember Sloan informed that due to this contribution, it will not be necessary to make payments on the system but that it can be purchased outright. This will provide additional savings in interest.
Councilmember Schwandner moved, seconded by Councilmember Lotter to return to regular order of business. All present voting aye, motion declared carried.
XI. MOTIONS FROM EXECUTIVE SESSION:
Councilmember Brown moved, seconded by Councilmember Lotter to authorize the following salary adjustments for Non-Union Employees retroactive to May 1, 2008: Part Time Water & Street Employees $16 per hour, Custodian/Park & Rec Supervisor $13.50 per hour, Crossing Guard $7.50 per hour, Park & Rec Employees will remain at the same wage that they were recently hired and a 3% raise to Hank Fey, Bob Mertz, Lori Grandone, Cindy Broderick and Janice Kolkovich.

Councilmember Sloan moved, seconded by Councilmember Grman to purchase Outdoor Warning Siren System from Global Technical Supplies for purchase price of $46,109.
