MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 920 N. EASTON, STAUNTON, ILLINOIS ON MONDAY, JANUARY 28, 2008.
I. CALL TO ORDER:
Mayor Fred Stein called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, January 28, 2008.
II. PLEDGE OF ALLEGIANCE:
Mayor Stein led the Pledge of Allegiance to the Flag.
III. ROLL CALL:
Clerk Herbeck called roll with the following persons
PRESENT: Councilmembers Bart Yakos, Craig Neuhaus, James Sloan, Nelson Grman, Linda Prante, Robert Schwandner and Fred Lotter. Mayor Fred Stein, City Clerk Marilyn Herbeck, Treasurer Erin Cavanaugh, City Attorney Philip Lading, Chief Robert Mertz and Public Works Director Hank Fey were noted as being present.

V. GUESTS
Councilmember Lotter moved, seconded by Councilmember Prante to suspend regular order of business to hear from Guests. All present voting aye, motion declared carried.
Jeff Weber of IL Counties Risk Management and Cindy Brummett of Prairie State Insurance presented the City Council with a Dividend Check in the amount of $3,800 for Policy Period of 2002-03. The total amount owed to the City is $15, 456 which will be paid out over a three year period.
Norman Yeagher of 419 E. Leonard requested authorization for use of professional fireworks on his 3 ½ acre lot for the celebration of his daughter’s birthday. It will be a 5 minute display and will be under the supervision of the fire department. Request will be acted upon during Public Health & Safety Report.
Councilmember Schwandner moved, seconded by Councilmember Lotter to return to the regular order of business. All present voting aye, motion declared carried.
VI. CORRESPONDENCE:
Councilmember Grman moved, seconded by Councilmember Yakos to authorize Zion Lutheran Men’s Club to designate one-way streets for Annual Sausage Supper on February 10, 2008 in accordance with past practice. All present voting aye, motion declared carried.

IX. ATTORNEY’S REPORT
Attorney Phil Lading reported that a response has been mailed to Renken Road Water System. The response states “In the event that the parties are unable to reach an agreement by March 15, 2008, then it is the City’s intention to cease individual billing for the RRWS waterline users, and instead sending a monthly invoice to the RRWS board for water passing through the master meter, allowing RRWS to collect individual consumption from its membership”.
X. COMMITTEE REPORTS
UTILITIES/SUBDIVISION (LOTTER) -
Councilmember Lotter moved, seconded by Councilmember Schwandner to approve payment of Crawford Invoice in the amount of $18,837.45 for design work on East Main Street Waterline Loop.

Heneghan has made the Recommendation to deny payment to Insituform for substandard work done on sewer lining on Deneen Street. Council concurred that no payment will be made until the sewer repair is corrected.
Councilmember Lotter moved, seconded by Councilmember Yakos to authorize payment of Milcic Plumbing Invoice in the amount of $418.83 to replace taps in the 300 Block of East Fifth Street.

Councilmember Lotter moved, seconded by Councilmember Schwandner to reimburse Rick Tomlinson $1,192 for sewer repairs at 815 E. Olive pending approval and inspection by Public Works Director Hank Fey (provided that DNP Plumbing makes the repair according to the estimate).

Chairman Sloan reported that the survey about trash services will be mailed in February.
TOURISM (GRMAN) -
The Tourism Committee met and discussed the invitation from Litchfield Tourism to participate in the Rt. 66 Ride. The consensus of the committee was that they did not want to showcase Staunton with the current condition of Main Street. Chairman Grman notified Litchfield of this decision and indicated that Staunton would like to work with them in the future.

JUDICIARY (PRANTE) -
Councilmember Prante moved, seconded by Councilmember Grman to adopt Resolution #2008-01 IDOT Maintenance of Streets for Fiscal Year 2008 in the amount of $187,000.
