MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 920 N. EASTON, STAUNTON, ILLINOIS ON MONDAY, SEPTEMBER 10, 2007.
I. CALL TO ORDER:
Mayor Fred Stein called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, September 10, 2007.
II. PLEDGE OF ALLEGIANCE:
Mayor Stein led the Pledge of Allegiance to the Flag.
III. ROLL CALL:
Clerk Herbeck called roll with the following persons
PRESENT: Councilmembers Bart Yakos, Randy Brown, Craig Neuhaus, James Sloan, Nelson Grman, Bronson Painter, Robert Schwandner and Fred Lotter. Mayor Fred Stein, City Clerk Marilyn Herbeck, City Attorney Philip Lading, Chief Robert Mertz and Public Works Director Hank Fey were noted as being present.

Councilmember Lotter moved, seconded by Councilmember Brown to accept resignation of Andrea Painter as Police Officer. All present voting aye, motion declared carried.

Chief Mertz provided correspondence notifying Jake Zimmer that he has been removed from the Police Department Officer Roster.
Mayor Stein presented information from Environmental Management regarding a Highway Authority Agreement for Green Oil. Paperwork was forwarded to Attorney Lading.
VII. COMMITTEE REPORTS:
UTILITIES (LOTTER) -
Councilmember Lotter moved, seconded by Councilmember Grman to approve Change Order No. 2 for Alaska Street Watermain Replacement Project to increase Contract Price in the amount of $25,734.20.

Councilmember Yakos requested contractor to clean up rock on the roads that are currently under construction for the waterline replacement. Residents are complaining about the dust that is created by the rock. Tracy Kelsey will notify the contractor.
Installation of a lift station and force main to I-55 is being discussed by the Utility Committee to determine feasibility.
Crawford & Associates is still working on the plans for the water line extension to Herman Road on East Main. Attorney Lading will call Rodney Potts to obtain an update.
The Utilities Committee is currently discussing what percentage of water rate increase will be necessary to keep up with costs. It is tentatively agreed that rates will increase 10% in January 2008. Lotter requested the Council to think this matter over.
Chairman Lotter informed that EPA has approved the pilot plant and it is expected to be installed within the next 2-3 weeks.
STREET (YAKOS)
Councilmember Yakos moved, seconded by Councilmember Lotter to authorize payment of $6,275 for Dura Patcher and accessories.

Chairman Yakos requested residents that are interested in the sidewalk program to apply at City Hall or by calling Hank Fey. There are currently not enough applicants on the list to submit it for bids.
Hank Fey informed that Joe Angeli from IDOT will be meeting with him this week to discuss placement of sidewalk on IDOTs right-of-way on from the corner of Hackman Street to the new Alco Store.
FINANCE (BROWN) -
Mayor Stein requested Attorney Lading to determine if the three (3) signatures required for checks and investments are the Mayor, Treasurer, City Clerk or Collector.
PARK/CIVIC IMPROVEMENT (SCHWANDNER)
Councilmember Schwandner moved, seconded by Councilmember Neuhaus to hire Eric Klawinski as part time employee in Park Department at same hourly wage that he was earning when he resigned.

PUBLIC HEALTH & SAFETY (SLOAN) -
Chairman Sloan informed that the Committee has reviewed the work schedule and agreed to change it back to an 8 hour shift with the Detective working the day shift.
Chairman Sloan informed that there is a need to hire replacement officers due to the retirement and resignation of two officers and the removal of the part time officer from the officer roster. The Police Commission has conducted testing, rated the applicants and recommended hiring applicants #1 Randy Emery and #2 Bronson Painter.
Councilmember Sloan moved, seconded by Councilmember Yakos to hire Randy Emery as Police Officer.

Chairman Sloan informed that October 12 & 13 will be the Fall Clean Up with October 19 & 20 as rain dates. Bids will be obtained from the licensed trash haulers.

Chairman Grman informed that in 2009 the City of Staunton will be celebrating 150 years and suggested that everyone start thinking about establishing a committee and planning ahead to coordinate a celebration.

Mayor Stein informed that there are only 4 units left to be filled at the Assisted Living Facility.

Councilmember Painter moved, seconded by Councilmember Brown, to go into Executive Session to discuss Personnel and Litigation.
