MINUTES OF THE REGULAR MEETING OF THE STAUNTON CITY COUNCIL, HELD IN THE PUBLIC WORKS BUILDING, 920 N. EASTON, STAUNTON, ILLINOIS ON MONDAY, AUGUST 27, 2007.
I. CALL TO ORDER:
Mayor Fred Stein called the Staunton City Council Meeting to order at 7:00 P.M. on Monday, August 27, 2007.
II. PLEDGE OF ALLEGIANCE:
Mayor Stein led the Pledge of Allegiance to the Flag.
III. ROLL CALL:
Clerk Herbeck called roll with the following persons
PRESENT: Councilmembers Bart Yakos, Randy Brown, Craig Neuhaus, James Sloan, Nelson Grman, Bronson Painter, Robert Schwandner and Fred Lotter. Mayor Fred Stein, City Treasurer Erin Cavanaugh, City Clerk Marilyn Herbeck, Attorney Philip Lading and Public Works Director Hank Fey were noted as being present.
EXCUSED: Chief Bob Mertz
IV. CONSENT AGENDA:
Councilmember Sloan moved, seconded by Councilmember Lotter to approve Consent Agenda with the following items:

V. GUESTS
No guests were present to address the Council.
VI. CORRESPONDENCE:
Marilyn Herbeck submitted a letter of resignation from the appointed position of Collector effective September 14, 2007. Councilmember Brown moved, seconded by Councilmember Sloan to accept resignation from Marilyn Herbeck as Collector. All present voting aye, motion declared carried.
Macoupin County Clerk Michelle Zippay sent notice that the CPI Rate will be 2.5% for the 2007 Tax Levy.
VII. CITY CLERK'S REPORT:
Clerk Herbeck requested the City Council to have a special audit conducted to assure that all is in order upon her resignation as Collector. Mayor Stein referred issue to Finance Committee.
VIII. TREASURER'S REPORT:
Treasurer Cavanaugh requested the Investment Report to be corrected.
IX. ATTORNEY'S REPORT:
Nothing reported.
X. COMMITTEE REPORTS:
UTILITIES (LOTTER) -
A letter of apology has been sent to Superintendent Kyle Hlafka at Staunton Unit Schools regarding the issue of unmetered water. Correspondence will be placed on file. Chairman Lotter informed that George Bruhn has been contacted about the installation of a backflow prevention device on the hydrant.
Rodney Potts of Crawford & Associates is working on the engineering design for the 8” watermain for East Main Street and he expects to have everything in order for the next City Council Meeting.
Chairman Lotter went to Kansas City to learn more about a SKADA System for the new water plant which would computerize the system to free up time of the operators for other duties. Estimated cost of the system is $50,000.
STREET (YAKOS) –
Councilmember Yakos moved, seconded by Councilmember Schwandner to authorize Hank Fey to purchase Dura Patcher and accessories for cost of $6,275.

FINANCE & PERSONNEL (BROWN) -
Executive Session has been requested to discuss Personnel.
PARK & CIVIC IMPROVEMENT (SCHWANDNER) -
Councilmember Schwandner moved, seconded by Councilmember Brown to authorize purchase of doors for concession stand at cost of $360.

PUBLIC HEALTH & SAFETY (SLOAN) -
Police Commission is conducting interviews this week for police officer positions. Recommendations will be presented at next Council Meeting.

PUBLIC GROUNDS (NEUHAUS) -
Nothing to report.
JUDICIARY (PAINTER) -
Chairman Painter requested Attorney Lading to review the County Animal Control Ordinance.

XIII. EXECUTIVE SESSION:
Councilmember Brown moved, seconded by Councilmember Lotter, to go into Executive Session to discuss Personnel and Litigation.

XIV. MOTIONS FROM EXECUTIVE SESSION:
Councilmember Brown moved, seconded by Councilmember Lotter to temporarily assign Lori Grandone to City Hall to work full time until further notice, authorize Janet Hall to work additional hours, advertise for applications for full time and part time clerical duties and grant Personnel Chairman Brown authorization to make personnel adjustments until the next Council Meeting.
